Service Description: FLARIS is a dual system of a GIS segmented road network and LRS routes, modeling All Public (State and Local) Florida Roadways, Intersections and Street Segments. FLARIS seamlessly stitches together the state and local road networks into one. FLARIS provides roadway and intersection element data for state and local roads and makes scientific analysis of traffic safety on all public roads in Florida possible. FDOT State Safety Office (SSO) oversees the maintenance and production of FLARIS. Using the HERE segmented road network and the FDOT Transportation Data and Analytics Office RCI LRS state dataset, SSO builds the All Roads Base Map (ARBM) as a statewide LRS System of All Public Florida Roads with dual-lines for divided roads. FLARIS is a unique product resulting from the interaction of human expertise with the FLARIS Data Mining System that performs pattern recognition and discovery, classification, association, and creation of relationships, data calculations and population from ARBM, HERE and RCI to assemble the following components: R-Roadways: Identifies the LRS System of All Public Florida Routes and contains the ARBM dataset. I-Intersections: Identifies the set of internal and external segments and nodes, which are then assembled into a multiline shape in the public intersections and interchanges feature class. S-Streets: Identifies the segmented road network made of road segments related to nodes and LRS routes. FLARIS database provided through FDOT ArcGIS Portal PRODUCTION Environment is the denormalized FLARIS spatial warehouse database, which focuses on three main geodata tables with a large set of characteristics and domains: • FLARIS Intersections feature and map services define All State, Local and Private Florida Intersections with a complex polyline geometry represented by a set of points and lines and provides a large set of Intersection Characteristics aligned to the DOT-US MIRE 2.0 FDE project. This is a medium size dataset made of approximately 750,000 junctions. • FLARIS ARBM Routes feature and map services have a Linear Reference System (LRS) with Roadway and Milepoint data built for All Florida State and Local Roadways. This is a relatively small dataset made of approximately 350,000 routes. • FLARIS ARBM Streets feature and map services provide All Public and Non Public Florida Street segments defined as a segmented Florida Road Network with a Linear Reference System (LRS) of Roadways and Milepoints. FLARIS ARBM Street segments are small enough to ensure a constant representation of the several roadway characteristics associated to each segment. This is a large size dataset made of approximately 2 Million segments. FLARIS 2.1 release adds an Intersections knowledge-based component to the previous version and the following augmentations: Identifies the Core segments and nodes within each Intersection. The module differentiates the sub-set of segments and nodes that belong to the core from the segments approaching the core, the legs. Builds and publishes the Intersection Cores and Legs as LRS Routes and differentiates between Approaches, Departures, Left Turns, Channelization. Builds and publishes the Intersection Nodes containing the node set for each Intersection, and differentiates between core and periphery nodes. Builds and publishes an Intersection geometry shape using the Intersection Cores, Intersection Internal Segments and Intersection External Segments to identify Intersections, Interchanges and Private Junctions. Publishes Intersection code tables used within the system FLARIS spatial warehouse database is built over a normalized larger database which offers a series of additional data tables and related relationships such as road names, roadways, intersection angles and more which are not currently provided through the portal.
