FLARIS (sso/ssogis_flaris) is the space on the FDOT GIS Portal where the FDOT State Safety Office (SSO) publicly shares spatial datasets of all (state, local and private) Florida Roadways, Intersections and Street Segment network used to locate crashes and perform Intersection and Segment Crash Screening Analysis (CSA), following MIRE and multiple HSM methodologies. </span></span></p><p style='margin:0 0 11 0;'><span><span>FLARIS seamlessly combines the state, local and private road networks into one. FLARIS provides roadway and intersection element data for state and local roads and makes scientific analysis of traffic safety on all public roads in Florida possible. FDOT State Safety Office (SSO) oversees the maintenance and production of FLARIS. Using the HERE segmented road network and the FDOT Transportation Data and Analytics office RCI LRS state dataset, SSO builds FLARIS as a dual system of a GIS segmented road network and LRS routes, modeling All Public (State and Local) Florida Roadways, Intersections and Street Segments. FLARIS is a unique spatial product resulting from the interaction of human expertise with the FLARIS Data Mining System that performs pattern recognition and discovery, classification, association, creation of relationships, data calculations, transformation and data population. </span></span></p><p style='margin:0 0 11 0;'><span style='font-weight:bold;'><span>Following MIRE direction, FLARIS (sso/ssogis_flaris) spatial folder provides the SSO Feature and Map services listed below: </span></span></p><ul><li><p style='margin:0 0 11 0;'><span style='font-weight:bold;'><span>FLARIS Intersection and Interchange Nodes</span></span><span><span> spatially represent all Florida nodes within an Intersection or Interchange: </span></span></p><ul><li><p style='margin:0 0 11 0;'><span><span>Intersection Nodes identify node types as Core, Periphery, Cul-De-Sac and more.</span></span></p></li><li><p style='margin:0 0 11 0;'><span><span>Interchange Nodes identify nodes as Ramp Terminal Nodes on Freeways, Roadways and Ramps-on-Ramp.</span></span></p></li></ul></li><li><p style='margin:0 0 11 0;'><span style='font-weight:bold;'><span>FLARIS Intersections</span></span><span><span> spatially represent all Florida Intersections with a complex polyline geometry defined as sets of nodes and core segments modelled to align with the transportation engineering manual. </span></span></p><ul><li><p style='margin:0 0 11 0;'><span><span>Intersection Conflict Nodes identify nodes as Core, Merge, Diverge, Splits for intersections with more than one node (Complex Intersection).</span></span></p></li><li><p style='margin:0 0 11 0;'><span><span>Intersection Legs as LRS routes identify the area surrounding the intersection core and differentiate between Approaches, Departures, Left Turns, Channelization, and more. </span></span></p></li><li><p style='margin:0 0 11 0;'><span><span>Intersection Cores as LRS routes identifies the common area between the intersecting roads.</span></span></p></li></ul></li><li><p style='margin:0 0 11 0;'><span style='font-weight:bold;'><span>FLARIS Interchanges</span></span><span><span> spatially represent all Florida Interchanges with a complex polyline geometry defined as sets of nodes and internal segments modelled to align with the transportation engineering manual. </span></span></p><ul><li><p style='margin:0 0 11 0;'><span><span>Interchange Internal Segments identify Ramps, Freeways (access-controlled) and local Street-Roadways.</span></span></p></li></ul></li><li><p style='margin:0 0 11 0;'><span style='font-weight:bold;'><span>FLARIS Intersections and Interchanges</span></span><span><span> spatially represent all Florida Interchanges and Intersections with a complex polyline geometry. This dataset is made of more than 1.5 million junctions.</span></span></p><ul><li><p style='margin:0 0 11 0;'><span><span>The Intersection Control code classifies the Intersections as Interchange, Signalized Intersection, Public Stop control Intersection, Public Intersection, Public Intersection with Private Road, Median cut, Roundabout, Cul-de-sac, Trail Crossing, and Private and Pedestrian Junctions.</span></span></p></li></ul></li><li><p style='margin:0 0 11 0;'><span style='font-weight:bold;'><span>LRS Routes and Segments </span></span><span><span>is</span></span><span style='font-weight:bold;'><span> </span></span><span><span>a GIS spatial dual system providing LRS Routes and a segmented Street network (public and private).</span></span></p><ul><li><p style='margin:0 0 11 0;'><span><span>FLARIS ARBM Monoline and FLARIS ARBM Routes have a Linear Reference System (LRS) with Roadway and milepoint data built for All Florida State and Local Roadways. This is a dataset made of approximately 350,000 routes.</span></span></p></li><li><p style='margin:0 0 11 0;'><span><span>FLARIS Roadway Segments have a Linear Reference System (LRS) with Roadway and milepoint data built for All Florida State and Local segments belonging to a Roadway. This is a dataset made of approximately 2 million segments with a series of MIRE roadway characteristics harvested for Safety Analysis.</span></span></p></li><li><p style='margin:0 0 11 0;'><span><span>FLARIS ARBM Streets segments are small enough to ensure a constant representation of the several roadway characteristics associated with all Florida State, Local and Private street segments. This is a segmented street network dataset made of approximately 4 million segments.</span></span></p></li><li><p style='margin:0 0 11 0;'><span><span>FLARIS Streets Crosswalk layers identify the mapping of the FLARIS ARBM Street Historical Segments to the segments present in the current FLARIS ARBM release with a crosswalk result code value indicating the confidence level of the match.</span></span></p></li></ul></li><li><p style='margin:0 0 11 0;'><span style='font-weight:bold;'><span>FLARIS AADT</span></span><span><span> layers provide the results of four models implemented by the annual automated FLARIS estimation algorithm to estimate the AADT on all Florida public roads, and estimated trips on the Florida private roads. FLARIS AADT process utilizes conflation of traffic counts from RCI to FLARIS Streets when measures are available (model 1); FHWA Stratification Method based on low and high stratum using FLARIS Functional Class and population density (model 2); Trip Generation Model (TGM) based on statistical trip counts, land use and distance from main arteries (model 3); and a Final Estimation process that assigns the best value from the available aforementioned results (model 4). </span></span></p><ul><li><p style='margin:0 0 11 0;'><span><span>FLARIS Streets AADT provides the AADT Final Estimation process results for each street segment specifying the value, estimate year and estimate source.</span></span></p></li><li><p style='margin:0 0 11 0;'><span><span>FLARIS Streets AADT Stratification Model provides the AADT Stratification Method results for each street segment specifying the value, FLARIS Functional Class and Census Stratum Code (based on Rural/Urban on population density classification) used by each stratum.</span></span></p></li><li><p style='margin:0 0 11 0;'><span><span>FLARIS Streets Trip Generation Model (TGM) Trip Counts provides the AADT Trip Generation Model results for each Street segment specifying the static trip count value calculated based on land use, dynamic trip count value calculated as trip accumulation from node distance to main connector, estimated AADT and FLARIS Functional Class for each street segment.</span></span></p></li><li><p style='margin:0 0 11 0;'><span><span>FLARIS TGM Nodes - Minimum Distance to Trunk provides the calculated distance from each node (leaf) to the trunks representing the main road connectors within the network. </span></span></p></li><li><p style='margin:0 0 11 0;'><span><span>AADT Analysis Strata Statistics table summarizes the statistical results for each of the four AADT calculation methods and the values used by the final estimation process. </span></span></p></li></ul></li><li><p style='margin:0 0 11 0;'><span style='font-weight:bold;'>FLARIS History </span><span><span>is</span></span><span style='font-weight:bold;'><span> </span></span><span><span>a GIS spatial dual-system database providing LRS Routes, Intersections and segmented Streets (public and private) of previous FLARIS datasets.</span></span></p></li><li><p style='margin:0 0 11 0;'><span style='font-weight:bold;'><span>Area Polygon Layers </span></span><span><span>is</span></span><span style='font-weight:bold;'><span> </span></span><span><span>a series of GIS spatial polygon shape datasets used with FLARIS such as City Populations.</span></span></p></li><li><p style='margin:0 0 11 0;'><span style='font-weight:bold;'><span>FLARIS Tables</span></span><span> include FLARIS code tables used within FLARIS. </span></p></li></ul><p style='margin:0 0 11 0;'><span><span>FLARIS published dataset is built over a normalized larger database offering a series of additional data tables and related relationships such as road names, roadways, intersection angles and more which are not provided through this site.
